Yes, firefox or ANY MODERN browser will open .pdf files. Most .pdf files are by default not editable (in my experience) You should be fine with firefox.
    Thanks for your reply!

It'd be great if I could make it so that .PDF files cannot be edited at all just in case I accidentally damage a PDF file when tired.

Most .pdf files ARE read only (cannot be edited) by default, and it's rather difficult to alter that. There are exceptions though. One of the exceptions is if it is "form fillable" like various applications etc. Otherwise, they cannot be edited

I cannot see point in continuing thread. We have advised OP what to do and OP comes back with questions like "How do I make a file read only?".

I rarely say this but OP needs to learn self help e.g. how to use google which would answer such basic questions in milliseconds.

In summary: OP is trying to solve a problem that does not exist.

I don't mean to be a nuisance to you or frustrate you(or anyone else), but this is a serious concern of mine.

I'm still trying to find a better solution to make sure I or any other user can't edit PDF files I've downloaded to my Windows 10 PC.

    EDIT:
Right now it seems like Firefox is my best option for a PDF reader that is unable to make changes to a .PDF file?

I recommend using a pen, paper, envelope and stamps!
