    I have this code disabled in startup.

    But this still appears every few minutes.

    Uninstall Cortana. RevoUninstaller (freeware) removes Windows bloatware apps.

    May not be what you want... but you can stop Cortana entirely with Winaero Tweaker.

    Just deactivate Cortana, and deactivate it from Autostart.
