Ok I did not name any names when this happened but now IM mad because they charged my card with support that I did not buy.
This is the crap they were hounding me to purchase over and over and over and that is why I uninstalled the program:

It was Called SYSTEM MECHANIC PRO --- this is the program that turned on the adds in my taskbar and it was hounding me continuously to purchase all these other products. I sent complaints to their support department and told them how I uninstalled it and the billed my cc for support.
Call your Credit Card, dispute the charge. You'll likely not have to pay, especially if a long time customer, in good standing.
The little cloud you pointed to in your OP, as previously mentioned, is part of MS's News and Interest. It's a weather icon, indicating that it is cloudy in your area. Noting to be alarmed about. Simply turn it off if it bothers you.

As others have already pointed out News and Interests and System Mechanic Pro have nothing to do with each other. The fact that News and Interests showed up on your taskbar when you downloaded System Mechanic Pro is a coincidence. As WXC pointed out your credit card company is your best bet. You probably did agree to this payment if you didn't cancel though as they billed your credit card (so you obviously provided it). Things to watch/be careful of in the future. Don't provide a credit card number as this means you will pay at some point. Also be wary of software that says "free download", it just means the download is free, not the actual software. Terms are often buried but they're there.
I know I’m repeating what everyone else said as I’ve seen similar situations a few times.
Callender's post #5 includes "If you do not cancel 24/7 Technical Support before the end of the first free month, it will automatically renew at the monthly price of $19.95"

With that said, consider letting us know why you wanted to use System Mechanic Pro to keep your Gigabyte PC well maintained as there is plenty of helpful advice here for maintaining your PC as well as possible.
