No, I'm afraid not. 9.1 was the last version for which the bootable ISO was free to download. For all later versions you need a paid-for version in order to be able to create the bootable version.

WIN10XPE that Ky posted has both Aomei Partition Assistant and Minitool Partition Wizard on it along with Macrium Reflect.
@Kyhi, any way to tell what version of Windows 10 it was built with? The DISM command doesn't work.
