Tuning App Cannot Be Found

I have an automotive tune car editor, HP Tuners. Their files are .hpt.
I have some files in my documents which can open in the program, no issues. However, I cannot download a tune online.
I hit "open with" and it doesn't give a choice of selecting the program.

I go to defaults, it has .hpt on the list and does not give the option of selecting the program there either.

This is not the first time. I've had the same issue before, just can't remember what program it was.

I have HPT files that open with VCM Editor by HP Tuners.

I can open the files stored in my documents, but cannot download a file from online. If I get the file to the point of where I can click "open with", there is no option to choose the correct program to open it with.

What does a person do if the "open with" doesn't give you the correct option to choose from?
Default settings doesn't "see" the program either for lack of a better way to put it.

I finally found it in a file I didn't click. "Programs"...........D'OH!
