    The files appears to be encrypted with EFS...

    I don't know why but I have a hunch that the message should read

    "The specified File Could not be Decrypted"

    Instead...

    My drive is not encrypted. The folder it's trying to get to is not encrypted as far as i know.

    Did you try googling that error? Are you using disk encryption?

    No, but the padlock is the same used by Bitlocker, I tried to find out if Minecraft where doing this and it appears that they are encrypting your saved data to prevent plagiarism. So you might be a victim of your own protection... The only viable way I found to backup these files Where in Minecraft "Export / Backup" functions.

    Minecraft is now installed in a different location and only has worlds saved in that location. Should I uninstall and reinstall to the D:/ location?

    No, It will bring you more trouble. As soon as the files where moved in Windows.old they become inaccessible to the current installation "By any automatic means" they are not located at the good place and have not the right security level and are probably encrypted on top of that.
