You should be able to uninstall it in Settings > Apps > Apps & Features, or in Control Panel > Programs and Features.

Just be aware that Microsoft are pushing this onto users devices so it may get reinstalled again.

I had actually installed it myself on one machine long before MS started pushing it through Windows Update. As soon as I uninstalled it the KB reinstalled it. I uninstalled it (again) and it has not reappeared in Windows Update, no matter how many times I check for updates.

    I found this

Microsoft is Forcing Windows PC Health Check on Windows 10 - MajorGeeks

Microsoft says you can uninstall Microsoft PC Health Check in Settings, but some users report that they had to uninstall it repeatedly. Even then, it installs again the next time you check for Windows Updates.
When you uninstall PC Health Check, a DWORD PreviousUninstall is created under
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PCHC with a Value_data of 1.
Bleeping Computer is reporting that you might be able to block the installation by creating a new DWORD (32-Bit value) under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PCHealthCheck with a Value data of 1 to block it from installing. However, there's no guarantee that it will work or cause problem

Well, I can only report what this user has found. PC Health Check was installed by KB5005463 on 25th October and I promptly uninstalled it.

Since then I have repeatedly checked for updates. Other updates have downloaded and installed, but PC Health Check did not.

I have check my Registry and I do have that DWORD that's supposed to prevent it reappearing, so it looks like I should never see it again.

You don't have to uninstall it unless you want to. The app doesn't bother me, so I've left it installed.
