"This app has been blocked by your administrator"

Could be that you have policy set to block this app in Group policy. This can be set by your administrator, if you got your Windows from business or education organization.

Click Start and type gpedit.msc, run it

Navigate to

Computer Configuration - Administrative Templates - System - Group Policy

and check the status of

Phone-PC linking on this device

should not be disabled
