I don't know if this will help . I don't see the Hot Swap icon in your tray. On my setup, left click HotSwap shows the removable USB devices with caption to "Safely hotswap blah blah name of device". Click that text, remove device, and its gone from HotSwap choices. Hot Swap is an option under Components.
[In a possibly unrelated matter this morning, I could not get my cardreader to get recognized using an imported driver for cardreader. Poking around, I got yet another driver from the hosts' driver Repository for portable devices in addition to the first driver. Bingo! Then the SDcard was recognized. Only then did HotSwap and also the "mouse icon" in system tray showed SDcard as being "safely" removable. You also might need an additional driver for some odd reason.]

I don't believe it's a driver issue, as any attached USB drive works normally. It's just the Ejection functionality is somehow missing. I'm trying to track down the solution by using ProcMon, but so far no dice...
I know I can use a 3rd party app like HotSwap! or USB Safely Remove, but for Win10PE I prefer to use the built-in one by Microsoft.
I just tested the .Net Core Desktop "Installer" inside PE - I can make a Plugin, But you would just be better off > running the Installer inside of PE (MSI required) as the Installer download for x64 is 54mb and the extracted program files are 154mb...Code:https://dotnet.microsoft.com/en-us/download/dotnet/6.0/runtime
I could make an Application to place the installer on the User Desktop in PE - Or you can add the Installer to "\Win10XPE\Projects\Include\x64\AdditionalFiles\Users\Default\Desktop"
I'll admit that I know nothing about the use of the application - but was able to run the applications installer with success...
