it's part of the optional Add-On base package.
Go to Utilities in the lefthand pane and the Mega Optional Application Download script, put a check in 'XPE Optional Add-On Base Package' checkbox (and any other you fancy) and hit the large red download button. It will d/l what you have chosen and place the app scripts in the appropriate project structure.
ps. as this util gets updated every now and again you need to be using the latest XPE release
