Sorry out of suggestions - try another PC - the codebox was trying to access your command prompt - and a message should of popped right up - in a split second...

I found a working solution, at least understandable.
I created a local user account on my computer, and run Win10XPE from that account flawlessly.
I think it should be a known issue, because I have found the post about it here Win10XPE - Build Your Own Rescue Media - Page 247 - Windows 10 Forums (tenforums.com) with an unclear solution at reply #2507 was a clean Windows installation.
Some people in my local forum also report it since April 2021.

I have some other questions: the ISO created by Win10XPE builder can be bootable for both UEFI and BIOS machine, right?
If so, can I add grub support for this ISO, so that the grub gives me an entry to boot WinPE, and another entry is for Linux, Ubuntu...?
Also, the created ISO has files named "bootmgr.exe" and "CDUsb.y". What are their purpose? I don't see them in the original Windows 10 ISO.

There is no known issue regarding the Project - it was as you both pointed out an issue with your PC... The project is not responsible for the error you had, although it did find an issue with your PC.. So in the long run, Win10XPE worked in repairing your PC.....I created a local user account on my computer, and run Win10XPE from that account flawlessly. And the check on CMD.exe has been part of project since Nov. 18, 2019 , so it is rather funny that it has created issues since April 2021 (as reported in your other forum)....
So again the project worked as intended, by halting the build...
But now we are aware of another troubleshooting method or suggestion - and that is to create another "User Account" to reset the "System and Registry" as the New User Account does not contain all the modifications the prior User made...
So in closing, you can now go back and try to figure out what you did to damage the prior User Account

The "list out of bounds" error appears in 2 places by my google search result:

Both of them are around mid April, 2021, that's just what I saw, and I have no experience in Win10XPE project. I just ran into problem, and google for it, and found some places talk about it recently and no clear solution. So I made the point to here, with a theory about user account type, might be the cause of problem. Since online user account has Windows Hello security, I don't know if it can prevent the script. Again, just a theory. If it's user fault, I think it also be good to have a warning sign in the tutorial documents. If it's the project's issue, hopefully someone has time will give it a look. I can say it's not a big issue, but it seems present somewhere, even for a new user to follow exact steps from tutorial. So I have another question from the previous post about hybrid boot with GRUB. If you or someone know, I hope to hear some idea.
At this reply, I have another small issue about the customized account picture. The builder tells me to copy a photo named "user-200.png" to D:\Win10XPE\Custom\UserAccountPicture folder, but when I use my photo, it won't change.
The UserAccountPicture folder by default (extracted from the .7z file) has 2 files:
- AccountPicture.accountpicture-ms
- user-200.png
But it seems the first one is the main role for the change, and I can't change the account picture with another "user-200.png" file.
If I remove the AccountPicture.accountpicture-ms file, the account picture will be blank.
I hope you can give it a try to see if it's an issue.
Newer versions of Windows 10 use .accountpicture-ms file format - you have to change your User Profile Picture on Host - then copy > "C:\Users\%UserName%\AppData\Roaming\Microsoft\Windows\AccountPictures\********.accountpicture-ms" (Note: The .accountpicture-ms file extention is hidden) to "Win10XPE\Custom\UserAccountPicture\AccountPicture.accountpicture-ms"
Again the file extension will be hidden
