Photo Viewer Can't Display...Not Enough Memory...For ONE Photo ONLY
I have found a solution - see below. Original question follows:

The message "Windows Photo Viewer can't display this picture ... not enough memory ..." has been discussed here before. What's unique about my situation (I think) is that I see this message for only one photo on my computer. It's a JPG. Photo Viewer has no problem with other JPGs and JPEGs and PNGs stored on my computer. (I haven't tested every one, but I have tested dozens.) It's only this one JPG that it will not display.
I am aware of the well-known solution to this issue that involves the Windows Color Management profiles. That solution doesn't work for me because Color Management is already configured exactly as that solution wants it to be configured. Besides, this problem only affects a single JPG.
I tried this experiment: I opened the file in Windows Paint and Save As-ed in several different formats. Windows Photo Viewer wouldn't open the JPEG, PNG and TIF versions of the photo, but it did open the BMP version.
From the above experiment, it seems that the problem is in the original JPG and not Windows Photo Viewer. The photo was taken on a Google Pixel (Android) but so have other photos that Photo Viewer opens successfully.
What might it be about this one photo that stops Windows Photo Viewer from opening it?
How I solved this problem:
Well, to be totally honest, I didn't actually solve the problem. I never did find out why Windows Photo Viewer couldn't open this JPG. But since Photo Viewer is so old, I decided to make the Windows 10 Photos app my default image viewer. Problem gone.
