How to open .action files?

I signed up for social security and the documentation paperwork sent is a pdf in .action format. I can read and print the documents while on the s.s. page but when I save it it saves as a .action and I can not open it. I've tried Foxit reader and Adobe reader dc, and neither can open it. I'm on a home built pc, win 10 pro 64 bit 21H1. Thanks

There has been a recent thread about .action files here:

and one of the suggestions is to try "Adobe Reader DC" to try and open the .Action file, and another is that when you see the document in the browser, instead of saving it, Print it (to pdf).

You're welcome, by the way which method did you use ?

I used Adobe dc. After going through all the choices, "open file" radio button allowed me to view it and save it as a normal pdf.
