    Open regedit. Navigate to:
    Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

    On the right pane right click on EnableLUA, click modify. Change the value from 1 to 0. Save changes and reboot your computer.

    Note, this is a security risk. If you can run Your Phone app after setting EnableLUA to 0, then that will tell you that Windows itself is blocking the app, not antivirus. EnableLUA should be enabled (set to 1), but you can use this for troubleshooting.

    gotcha. So i did the active:no command and it yields the same result so far as being still blocked unfortunately

    The cmd was simply to disable access to the system account
    It was the enabling of the account and logging into that account that we tried to see if the app Your phone could then be opened

    I presume you did LOG IN to that account when you enabled it
    from a admin cmd prompt then reboot and log into that account.

    On the log in screen it would be shown under other options and the account would be named
    Administrator
