Many people seem to want to avoid anything to do with "The Cloud", but iCloud for windows does everything you want. I have Outlook and 2 iphones (one is my wife's) and every appointment logged on my iphone (or ipad) syncs to Outlook, and to the other person's phone (if desired). A contact added to my iphone syncs to Outlook.
Give it a go - you can always uninstall it if you don't like it, but in my experience, it's great.
As usual, always backup your computer before making changes you may want to reverse.

OK. I should try that out. Whose cloud? Apple?
