Did you set it as the Default in Settings > Apps > Default Apps > Photo Viewer?

I have done what you have and it works OK.

I used the Restore Windows Photo Viewer for All Users with Sort Order Fix.

    I hope this helps.

I tried the tutorial from Brink again and this time it worked. I think what happened is after I ran the regedit file and before I could select the default viewer my system updated. I read that when a update happens it will remove Windows Photo Viewer and you have to do the regedit file again to get it back.
    Thanks for your reply

When you get tired of fighting with Windows Photo Viewer, trade UP to the free XnView.
Scroll down and get the "Minimal" version.

XnView . The Best Windows Photo Viewer, Image Resizer and Batch Converter

It does far more, is NOT complicated, and it doesn't keep... breaking.

Just an idea. Keep a folder on the C:\ Root with the Registry File inside ready, just in case. It will save time searching for it. Plus, of course, you can also keep other relevant files in there.

    I hope this helps.

You should try the option to restore for "current user" instead of restore for "all users"
