In most cases that I'm aware of, ADB does not "install" as a Windows program, working as a "portable" application instead. This means, all you have to do is to delete the folder with ADB. To be sure, check with the Control Panel -> Programs before and see if there is a corresponding entry. If yes, proceed in the same way as with any other Windows program (by selecting it in the list and clicking the "uninstall" button).

[1] For ADP, does this help? => Remove & Uninstall ADB installer 1.4.2 Completely from Windows
[2] You do NOT uninstall it you simply Turn Off > How to Turn On or Off Fast Startup in Windows 10

    I hope this helps.

"Fastboot" is not "Fast Startup", it is the protocol for communication between PC and Android phone. The corresponding Windows executable is included with Android SDK (or sometimes you have to download it separately, but that's where it belongs). You uninstall it in the same way as the whole Android SDK - just delete the folder it lives in (unless you actually use an installer, in which case you uninstall as any other Windows program).
