Not sure what you may have done, but it may be best to try a repair install of Windows 10 below to fix this without losing anything.
Repair Install Windows 10 with an In-place Upgrade
Looked at the "Repair Install" page... Says to disable Secure Boot, so I enter my BIOS and disable that, save, reboot. Now Windows Search, Cortana, Calendar/Clock are all working! But the new feature "News & Interests" is completely missing. I've rebooted a few times now...

Also note your "Repair Install" says it requires KB4586853, which I could not locate on my system. So I downloaded it, but when I try to install, it throws an error "does not apply to your system". I guess this KB got overridden?

    I have Windows 10 Pro 64 version 20H2 (19042.964)

You don't need KB4586853 for build 19042.662 or higher since you already have a higher 19042.964 build installed.

News and Interests is a phased roll out, so it may take a bit to get it.

I wouldn't worry about doing a repair install if your only issue is News and Interests not available yet.

Right, won't do repair install.. Wonder what secure boot being ON had to do with all my issues.

Not sure. I wouldn't think Secure Boot to affect that.

Except is WAS rolled out to this machine. Let's recap...

News and Interests rolled out to all 8 of my Win10 machines, including this laptop where it was misbehaving - the icon was present and the ability to turn it off/on in taskbar options were there, but the feed window would just pop up for a second then disappear. I then realized that Windows Search, Cortana, calendar/clock all suffered from this same problem.

I ran a bunch of restore commands, rebooted multiple times, but nothing resolved these issues. So I created a new user account, and EVERYTHING worked for that user including News and Interests. Yet switching back to my own user account, everything was still FUBAR.

I turned Secure Boot off in my BIOS and now Windows Search, Cortana, calendar/clock are all working... but News and Interests is gone from both user accounts.

News and Interests should eventually be available again.

you are not alone....I got the same "problem".
Non any issues you posted, but simply I got news and interest, had a look at it, disabled and after a couple of days now I don't have the option to enable it again.....
Simply disappeared like it was before.....
that happens on 2 out of 4 computers I own.....

I don't know of any way to disable it. During troubleshooting the "feed pop up / disappear" issue, I tried many times toggling the three different options - show icon, show icon and text, or don't show in the taskbar. Just seems like when it first got "rolled out" to this machine, it FUBAR'ed windows Search, Cortana, Calendar/Clock. Those are back to normal after I disabled Secure Boot, but News & Interests went bye bye.

Rebooted my PC, "News & Interests" is back and it is broken as before, it also FUBAR'ed windows Search, Cortana, Calendar/Clock AGAIN. I cannot even use the search function within Windows Folders. My machine is screwed up. Now what?

May be time to consider a clean install of Windows 10.
