Can you go into Regedit and take a screenshot of any key under:
    HKEY_CURRENT_USER\Control Panel\Desktop\PerMonitorSettings

If there are no keys under PerMonitorSettings, that would explain the error
That would explain it... there is no PerMonitorSettings key, let alone any sub-keys:

WinSetView (Tool to Globally Set Explorer Folder Views)-winsetview_error_reg.png

    Device Manager
shows the display panel as a 'Generic PnP Monitor' and that the 'best driver is already installed'.

Windows Update hasn't shown a better one and the Dell Support site for it (Latitude E7450) doesn't show a driver for the display panel, only the 'Intel HD Graphics 5500' display adapter.

I've even downloaded the 1TB 'Dell Command | Deploy Driver Pack' for the E7450 and extracted the CAB file but cannot find an INF file for just the display panel itself.

UPDATE: @Brake4bots - I've just seen your previous comment and re-downloaded the amended code. No error now. Many thanks for your quick work.

@RickC. You're very welcome. I confirmed that the PerMonitorSettings key doesn't exist until you select 125% or 150% from the "Scale and layout" dropdown menu. My mistake for not testing with no key.

Not sure if it's related but, I also lost thumbnails from a whack of mp3's!

You're right. I changed the scaling and the PerMonitorSettings key appeared, together with a sub-key for the display panel. I had no idea...

    Thanks for the info.

The thumbnail cache wouldn't be touched, so it's possible it will resolve itself with a combination of logout, reboot, and time. I just did some testing with MP3s that have proper tags with an embedded image. No problem with those. For your MP3s, is the album art embedded in the MP3 or in an external jpg file?

You can see my computer specs... I've noticed that very large media collections, can't handle more than...
name, date created and size, for column headings. Anything more and sorting by clicking on column headings, grinds things to a halt.
Column headings that reference basic file data such as name, date, size, and type, add almost no overhead to browsing. Column headings that access meta data, such as title, dimensions, bitrate, encoding, etc. will slow things down. Based on the specs, your computer should be very fast, but if you haven't done so already, considering upgrading to an SSD. It made a night and day difference on my computer.

@RickC @Edwin @Callender @GEWB @jmrathbun I just uploaded a new version that adds an additional column ("Owner") and the ability to set column widths for file names and paths.

I am trying to set a Win10 video storage hard drive to globally display bit rate, total bit rate, frame width, frame height, length, size, date modified, type - when show details is chosen.
Not sure how I did it , but presently explorer globally displays length, date, size and type.
I want to now add bit rate, total bit rate, frame width, frame height - globally for this drive.
Efforts so far don't seem to stick.
After looking at WinSetView Gui, it seems you don't offer such changes.
    Can anyone give advice ?

WinSetView sets a global view. For your situation, you need to set a view for the Videos folder type. First, right-click the topmost folder that will hold video files (if that's the root of the hard drive, then right-click that drive) and select Properties. Click the Customize tab, select "Videos" under the "Optimize this folder for" dropdown menu, check "Also apply this template to all subfolders", and click OK.

Then, while in that same topmost folder, set all the view options you want, and then select the View tab, Options, Change folder and search options, View tab, click "Apply to folders", and OK.
