Run the Registry Policy Editor from an admin account. Use to open the registry.pol files in these locations and check / delate anything relating to Flash:

    C:\Windows\System32\GroupPolicy\Machine
    C:\Windows\System32\GroupPolicy\User

Right-click on the Start button --> Windows PowerShell (Admin).
    Run the following command:

    Get-ScheduledTask "*Adobe Flash Player*"

It will display all tasks whose names include Adobe Flash Player

    Run the following command:

    Get-ScheduledTask "*Adobe Flash Player*"|Unregister-ScheduledTask -Confirm:$false

It will delete all tasks whose names include Adobe Flash Player

I did all that and uninstalled Flash Payer again. Seemed to have worked --- until I booted up this AM. There it was again.

Press the Windows key + R and run the following command:

    ms-settings:datausage

Click on "Data usage". See which item is related to Adobe Flash Player.

Did both #17 and #18 above.

    Flash Player returned upon re-boot.

Do everything once again. Disconnect your PC from the Internet. Restart Windows.
See whether Adobe Flash Player comes back again.
