Bluestacks crash at the fault of system file kernelbase.dll

I installed the most recent version of Bluestacks and it will not run at all on my HP Envy 17 j177nr with an 8 core processor, 16 GB ram and a Nvidia 840M graphics running Windows 10. Which is sufficient enough to run Bluestacks

No matter how many times I try to open Bluestacks, it simply just does not run. If I try to uninstall Bluestacks, the uninstaller does not run either.
Upon further investigation, I opened the Windows task manager and noticed that when I try to run Bluestacks, it opens as a process and immediately closes two seconds later. No Bluestacks window, no nothing. It just opens as a process and immediately closes.

The same goes for the uninstaller. It opens as a process and immediately closes.
Older versions of Bluestacks run just fine because I have ran them before. It is just the latest version that does not run.

Restarting the PC did not fix the issue and I cannot uninstall/reinstall because nothing related to Bluestacks will run including the installer and uninstaller

Event viewer blames kernelbase.dll, which is a system file

Google has a number of results for Bluestacks crash on Windows 10 but ALL of them pertain to systems that have been upgraded to Windows 10 from Windows 7 which is not the case here. My system is a clean install of Windows 10 from scratch. Also none of the results pertain to kernelbase.dll even when I forced Google to include kernelbase.dll and Bluestacks by pouting quotes around "kernelbase.dll" and "bluestacks".

This won't help you much, but Bluestacks 4.260.0.1032 runs well on my primary PC.

Have you run sfc/scannow in a command line window with admin privileges?

I ran sfc /scannow as administrator and got the following

Windows Resource Protection did not find any integrity violations.

    What to do now?

Maybe a repair install of Windows 10? Repair Install Windows 10 with an In-place Upgrade

This won't cure the Bluestack crashes, but may give you the ability to uninstall it completely, and go back to a previous version.

Get the trial version of Revo Pro Uninstaller, good for 30 days. Uninstall it thru Revo's interface as normal as possible, then if needed, an advanced deep down one.

Ask for help using it if needed.
