D3Dcompiler_43 error

despite reinstalling dot net framework, reinstalling the application I'm trying to use, and even transferring d3d_compiler43.dll from another device I get the error that d3d_compiler43.dll is either not for windows or contains an error

Welcome to TenForums Pyra4856. Some programs, notably PC games, require that d3dcompiler_43.dll is placed in the games application installation folder. Example: C:\Program Files (x86)"Application Name"

Some other things you can try:

Run System File Checker sfc /scannow From an Admin Command Prompt

Reinstall DirectX 12 "DirectX End-User Runtime Web Installer"

Run a System Restore Point

I have tried all o those before except for the system restore which isn't necessary as it happened right after setting up my system. for the first one I know that's not the problem the error message is specifically saying the d3dcompiler_43.dll inside of the system 32 folder I still tried it before already though I have also tried running chkdsk /F in the command prompt

I would like to clarify its not the program as one, it does this for another program, and two they work fine on the device I transfered the dll from
