Wise Care 365 Pro is one of those software packages that embeds many very hard to find traces when installed. The built in uninstaller is very basic and will not remove all traces. Then, when using other uninstallers to try and finish the uninstall, you get incomplete results, mainly because the hooks to locations where the Wise stuff is hiding are now gone. It's not the fault of the other uninstallers, it's the way Wise installs itself with many hidden and hard to find objects and registry entries.
You can try to get your money back. That is between you and all the vendors you will be dealing with. Product refunds is not a subject we can get involved in.
I've used this program in the past and it worked where others failed.

If I understand you correctly, you are referring to the Revo Pro's ability to log an installation, then use that log later to completely uninstall the software.
If that is what you mean, I suggest you reinstall the Wise 365 Pro using the Revo Pro logging, then use the logged installation to uninstall Wise 365 Pro.

That is using another Uninstaller, like Revo. The steps outlined are virtually Identical to Revo, like the Forced and Deep, etc. This Uninstaller may work better, but I believe that if Revo Pro had been used appropriately in a similar fashion, it would have worked. I cannot document what the OP did or did not do. What steps he took and what options were attempted.
It's still a big hole of unanswered questions.
