Any idea why this keeps happening, keeps installing Onenote each day, but modified date stays the same 12/25/2020, my last clean install time when i clean installed on my new m.2 boot drive.

Uninstall OneNote, Restart, install OneNote again.
That fixed it on mine, a Reset or troubleshooter did not work.
Currently the same is happening to the Your Phone App.
Ok will try the uninstall method, and restart, and then reinstall, and hopefully solves it
Do have Office 365
