    What does the many directories / locations mean?

    Is it somehow possible to see in this "More info", which directories / folders the app is getting access to?

    When the app / .exe file has a certificate and is a "Approved publisher" (not sure what term the english Windows is using), is it then safe to say, that there is nothing malicious about the software?

    This shows you what you are approving. There should only be one location shown since you are only approving one thing. If you think there is more than one then photo & post what you are seeing so it can be discussed.

    You approve the app running. There is no concept of only approving it for particular locations and there is no method of seeing what it accesses [other than the very complex MS SysInternals Process monitor].

    It means they have registered for a certificate and are therefore traceable. That implies that they do not mean to do anything malicious but does not prove it.
