Timesheets are basically just tables, often with a header/footer showing organisation name, details etc. The table is all you are interested in.
IMO you don't so much need a PDF editor as a Scan/OCR product that can take your scanned PDF document and turn it into an editable form template by recognising the table and automatically creating edit fields (e.g. dates and times... and perhaps a formula to add the times) then save the result as a form template for you to fill out each week?
Simpler still? Create a table in a spreadsheet app, add the company details as pics above and below the table as needed, save as a template... then fill it out weekly and 'print to PDF'.
PS - If the scanned work timesheet is blank then surely there's no personal data?
I bought a full PDF editing version from Foxit, and had to move it to another pc after the old pc died. Foxit gives me the runaround. Their website is now designed not to allow your support tickets to be entered, not getting through to emailing them, and has changed their membership to annual subscriptions. Basically the license I bought is totally worthless now. If you buy from them, be sure to expect trickery and no after-sales support.
