    Cannot install apps

I can no longer install any apps in Windows 10 Home. I cannot Run as administrator as Run is not recognized as an internal or external command. I get this user account window when I try to install anything. I have restored the PC back to factory and still the same issues. When I try net user Username / add I get system error 5

Any thoughts and suggestions, fixes are greatly appreciated. Version 1909 OS Build 18363.1256

    Thank you

Have not tried, as I am the only user. I will add another and see. It does not allow me to add users, it adds email accounts. Even in the settings screen I have no Family & Other User tab.
Added another email account and got the same things

    Welcome to Ten Forums cia2a

I have cleaned up you image a little to make it easier to read. You see that it says you need to enter the name of an administrator account, but there's no box to enter it, nor is there a YES button to click. This is typical of a machine that has no administrator accounts, either because the only administrator has been deleted, or because it has been demoted to a standard user.

There is a Ten Forums tutorial for fixing this. @Try3 who wrote the tutorial will be able to offer advice if you need it.

That would work, but should not necessary. Your existing system can be fixed using the tutorial.
