Trail/blur when scrolling down on the left pane in File Explorer

I get this graphics glitch when scrolling down on the left pane in File Explorer in Windows 10. Is there a way to fix this, it seems a bit strange?

Check your power plans to see if hd idle is set to low.
Your Hdd/ssd may be going to sleep too quickly . what you are seeing
may just be it waking up.

In change advanced power settings->hardware it says "turn off hard disk: on battery 3 minutes and plugged in 15 minutes".

It does not seem to be that, as I tried creating a new file on the SSD (C drive), and it still does the graphics glitch immediately afterwards. I don't think I've seen it not do this glitch when clicking the bottom part of that scroll bar.

I had hoped it would be that easy. Check your video card for updated drivers.
open Taskmanager and see if you have too much running .
Click on the cpu tab and see if you have apps taking the majority of the cpu time.
The memory tab will show what is taking up your memory.
the performance tab will give you host of info as well a real time graph.

    Just starting points.

Malwarebytes seemed to be using a chunk of CPU time when Windows started up, but settles down. There was nothing else unusual.

I have a HP laptop, so I downloaded and ran the hardware diagnostics and Windows diagnostic tools. It passed everything.

Windows update and the HP support assistant both say my drivers are up to date.

I took this problem to Microsoft and after viewing the problem remotely, they thought that maybe my account was corrupted and that I try to create a new user. While this seemed promising to start with (perhaps it was ok), the problem was definitely back when I created a new admin account. I'm not sure where this leaves me. I'm thinking of resetting my machine...

I reset my machine and the problem persisted, what a waste of time. Microsoft closed my case because they thought it fixed when I created a new account. I could go back to Microsoft, but it is probably better if I reported the problem to Hewlett Packard.
