    Strange issue with notepad.exe under clean w10 install 20H2.610


    Hello.

    I have just formatted this pc twice now. It's having an issue where notepad.exe stops loading. You just double click on it and it seems to load but nothing happens.

    I remember to see it working properly as soon as w10 was installed, but it stops working after a while. I do not have anything fancy installed so it is puzzling.

    Tried booting into safe mode: No difference.
    Tried disabling MS Defender real time protection. No difference.

    I am now running AdwCleaner, Malwarebytes and something else (possibly a online ESET scan from PE environment), but it is a clean installation. It should not have any infection.

    Ideas?

    Windows 10 19042.630

    PS - I also tried w10 Windows Update drivers vs manufacturer's. No difference either. Everything else is working as best as it should.

    Are other programs already open onscreen, maybe it's loading behind them? If the icon is on the Taskbar it should have opened but check for an underscore under that icon, may be set to Minimize on open. I have one computer that happens on with Command Prompt.

    Hello Berton.

    Nothing opened. Nothing visible. I am reinstalling for the third time. PC was previously using MBR scheme. I am now using GPT/UEFI. It should not make any difference. This time I am going to create Restore Points to find out what's causing the issue.

    Ok. I think I have found the culprit after retracing all my steps.

    It seems it is DISM++ cleaning procedure that breaks something, even if sfc /scannow comes clean afterwards.

    I am reinstalling again *sigh* and I will mark thread as solved when I finish.

    It's not uncommon for third-party software to cause issues with the Operating System.

    What were they supposed to do?
