In-place upgrade might not work in that version, but 2004 to 20H2 should work, so use 20H2 instead.

False, false, false. I'm using 2004 and it works! I'd recommend to stay away from 20H2 unless you're a seasoned pro.

I found a 32-bit version of FRST.exe and tried it, again it starts Windows Store without apparent reasons.

I can't understand where the problem is on your side.
I only have 64 bit systems here, but none of these systems have this problem.
This is what it should look like:

    Tekky Boy,

I fixed problem with the Windows Store and I could launch FRST getting two requested files related to wcp.dll
You may compare them making a "professional" conclusion whether the culprit is wcp.dll file.
    Thanks

    Hi TairikuOkami,

I guess that .NET Framework App is installed on my PC because when I exercise command:
reg query "HKLM\Software\Microsoft\Net Framework Setup\NDP\v4" /s I get Net Framework version 4.8.04084 is installed.
However, in OptionalFeatures I could not see any of NET Framework Apps.

    Thank you.
May I ask what you did to fix the problem?

    Please try this:
Uninstall Norton360 temporary and use the removal tool too:
Download and run the Norton Remove and Reinstall tool

Then press the Windows key, enter cmd and select the option "Run as administrator".In the Command Prompt window, copy and paste the following commands and press the Enter key after each command:
    Code:
    ren C:\Windows\System32\migration migration.old

    ren C:\Windows\System32\migwiz migwiz.old
Then try the In-place Uprade again please.

    Friendly greetings

    Tekky Boy,

While I will be trying out your latest recommendation I explain how to fix the problem with the Windows Store:

    1. Brought up "services.msc"
    2. Found there "Background Intelligent Transfer Service" and selected "Stop"
    3. Found there "Windows Update" service and selected "Stop"
    4. Opened Windows Explorer and navigated to folder C:\Windows\SoftwareDistribution and renamed it like SoftwareDistribution.bak ( you have to have administrator's right )
    5. Enabled (Run ) back both services in item 2 and 3
    6. Cleared Windows Store cache by clicking Windows key and typed 'wsreset', clicked on 'wsreset' ( as a command ).
    7. Windows Store window will autorun to open after the Item 6 is exercised.
    8. Ran Win+R, type 'regedit', Enter
9 Looked at for 'HKCU\Software\Microsoft\CurrentVersion\Policies\Windows\WindowsUpdate' in registry.
In my machine I could not find it, so I created it and in addition also created a Reg_DWORD key in WindowsUpdate.
The key name shall be 'DisableWindowsUpdateAccess' and made key value 0,
    10. Restarted my PC.
Checked when I launched FRST.exe whether this app does not capture again Windows Store.

    Tekky Boy,

I tried your latest recommendation, it did not solve my problem by doing in-place upgrade.
I checked what version and build I have been using for this in-place upgrade from the ISO file:
    dism /get-wiminfo /wimfile:G:\sources\install.wim
    Windows 10.19041.264 32-bit architecture.
Then I re-checked Windows 10 compatibility issue before upgrading to this OS build:
    C:\windows\system32> G:
    start /wait setup.exe /auto upgrade /Quiet /NoReboot /DynamicUpdate Disable /Compat ScanOnly
Looked at file C:\$windows.~BT\sources\panther\setuperr.log where I found a line:

    CSetupHost::Execute(443): Result=0xc1900208 [gle=0x00000003]

Conclusion: error code 0x1900208 means a compatibility problem (either with apps or hardware )

Also, when I proceeded with a full in-place upgrade for 45 minutes disabling Norton 360, I was getting in a plain english:
"This PC cannot be upgraded to Windows 10. Your PC requires the latest update of setup.
Please check your Internet connection, restart setup and be sure to choose 'Get Update".
Probably, I should follow advise of a smart man - why you need to follow MS path with upgrading your machine
if you do not experience any problems whatever you have been doing with your machine...

    Thanks for your informations.

Due to our different time zones, I cannot answer you directly.

Let me explain to you why I wrote that you should uninstall Norton, not disable it.
Antivirus programs bring so-called filter drivers that work in the file system. If you deactivate Norton, the program no longer works, but the filter drivers are still in the system and can cause problems with the update or in-place upgrade. That is why I always recommend using the removal tool from the respective manufacturer.

The other thing I would like to address: You simply cannot do without the updates that the update routine requests, because the ISO version number is lower than the installed Windows version number. This means that the setup routine cannot repair the system without updates. So if you want to perform an in-place upgrade without getting the updates, you have to use a newer ISO. You could update the ISO or just download a more recent one.

There you can download a script that downloads the latest setup data and updates from Microsoft and creates an ISO from it.

Summary for Cumulative Update for Windows 10 Version 2004 (19041.630) x86, English (United States), Windows 10 Home, Windows 10 Pro - UUP dump

You should have uninstalled Norton before creating the ISO so that it does not disturb the script.

With this ISO you can then carry out the in-place upgrade without an internet connection.

And as a last note, maybe Norton is basically the problem because the in-place upgrade doesn't work?!

    Friendly greetings

    Tekky Boy,
    Gut Abend !

Today I uninstalled Norton 360 anti-virus program and using MCT created ISO file ( OS Build 10.0.19041.572 ). I mounted the created ISO file on my machine and clicked on setup, when the process started I included option - to get updates. Reaching about 70% the process stopped and dropped. I restarted the setup process but not requesting this time any updates, it finished installation on my machine with the same result - Windows 10 not installed. Looking at setuperr.log the result was
    CSetupHost::Execute (443): Result=0x8007042B.
I tried to install back Norton 360 Program using N360Downloader.exe APP. When this APP starts launching it grabs Windows Store icon and nothing happens further, like I experienced problem with FRST.exe but there I found a fix.
This fix does not work with N360Downloader. So I stuck with this issue as well.
    Schmerzloss aber keine Ausweg....

    Guten Abend Terrier.

    Thanks again for your informations.

At this point I advise you not to waste any more time on repairs.
Reinstall Windows and all major programs except Norton, and do a system backup right after the reinstallation.
Since problems arise with mundane things like reinstalling a program, it shows that the system must be quite damaged.

    Tekky Boy,

Norton's support advised me how to fix the issue when some of executable files may grab Windows Store app.
In Windows Settings> App&Features> Chose where to get apps >Anywhere. In my case it was set from Microsoft Store.
I will yet investigate whether in the install setup.exe file of Windows can be disabled switch - compatibility.
Microsoft described that this executable file contains a lot of switches when Windows 10 gets installed.

    Regards.

    Thanks again for the information.

You seem persistent and don't seem to want to give up.

I like it because that's actually how I am.

I currently don't see any possibility of fixing the error 0x8007042b - ERROR_PROCESS_ABORTED.

The tests with Farbar have shown that the file wcp.dll exists and is also signed and I couldn't see any errors in the registry.

And to exclude the SxsMigPlugin.dll in the path: %windir%\system32\migration causing the error, I gave you the command to rename the folder Migration to Migration.old.

If you try again and you get the error again, upload Setupact.log and Setuperr.log again so that I can see whether it still fails in the same place or in another.Maybe I can think of something after all, but I can't promise anything.

    Have a good day.

    Friendly greetings
