No, my question is, Should a fully updated 32 bit install of 2004 be up to OS Build 19041.630 by now.

You are wrong with this assumption. Please look at MS catalog of updates where you can see clearly there are updates
for downloads either for X64 or X86 systems.
Error code 0x800f0805 means CBS_E_INVALID_PACKAGE.
And error code 0x8007042b means ERROR_PROCESS_ABORTED - The process terminated unexpectedly.
The in-place upgrade apparently fails because of this:

Looks like wcp.dll is not found or is corrupted. wcp.dll is usually included in the SSUs (Servicing Stack Update).
If you have an older, intact backup, restore it.
And since they are still on 19041.329, the updates seem to have stopped working for a long time.
