It looks like you had Magician turned on before, and now it's turned off. as it is now showing normal maximum SATA speeds.
The higher results are typical of having RAPID mode turned on in 'Performance Optimization'. As Cliff S says, the lower results are normal maximum SATA speeds. RAPID mode requires Samsung Magician to be running.

Yeah I meant RAPID not Magician
I haven't used it in a long time as I noticed no real difference in opening & closing files & programs, but my boot time took a big hit, because of the "prefetch" files being read into memory at Windows startup.
