Consider using the event id generated at logon as a trigger. Perhaps this one:
Windows Security Log Event ID 4624 - An account was successfully logged on

If the task scheduler cannot provide a suitable option, you can try a startup delayer program.
I haven't tried this in this scenario.

    E.g.
How to set Delay time for Startup programs in Windows 10
(but not Winpatrol - now not supported).

And if all else fails, create a script which tests for a condition that is true only after having logged in, which then launches programs and exits.

    Matthews post#3 works for me.

Here is a simple batch script:

    Run a program at startup-test1_bat.jpg

I then logged off and on again and the batch file ran. I had set a 30 second delay which also worked, and I got this:

    Run a program at startup-test1_bat-2.jpg

This is the scheduled task I set up.

Copy the program shortcut into this folder:

    C:\Users\USER-NAME\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
Thanks for the suggestion, but I already mentioned shell:Startup in my original post.

I mentioned in post #4 "Tasks which are scheduled to run when the user logs in actually run at startup."

I think this might be the solution. I remember the time that I logged in, but when I look in Event Viewer there approximately one hundred events with ID 4624. How can I tell which one was me?

That would be a matter of research into event ids I'm afraid- which is why I said 'Perhaps...'...

You also have at least two ways suggested of delaying program launch as another approach, whether using a scheduled task or a 3rd party delayer.

If the user logs in at startup, the task will run. That is normal.

Startup take about thirty minutes. I am trying to create a task that runs when I log in and not at startup.

Something wrong there! What are you using? Clockwork perhaps?

I know that is what you said but it doesn't work that way for me. Just tried it again to be sure. I did a restart and the Test1.bat ran after I logged on, not at startup.
Not sure what you did but you setup something wrong.

I even removed the 30 second delay and it still worked as I expected.

My computer is unavailable during restart so I will try this later.

What is your option in Settings > Accounts > Sign-in options > Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart? The default is On.

    I didn't "setup" anything.

It said restarting took 825 seconds (about thirteen minutes), but the message displayed while the computer was still starting.
