libcef.dll is related to microsoft visual studio?

Hello. I had an power outage in home. Also no issues after that and no crashes.But i have found that error in event log? what is this? 3dmark.exe app error, libcef.dll.
I dont remember 3dmark not crashed for me,but only that log appeared.



Libcef.dll can be related to Microsoft visual studio? Before that crash i found something in logs event,system restore 8216, vcredist.exe Can be related? ( right click to open full screen )

My AVG scanner reported 1 copy of this file to be bad, but I have no clue to what it would belong.
It did notice there's a lot of copies spread around on my disks, not necessarily the same version.

I see them a lot in games, so that could indicate MS Visual Studio

So maybe that error was because of that ( SYSTEM-RESTORE) vcredist ( from ANTHEM game ) entry?
