Or try the "Change settings for all users" option. Other than that I don't have ideas so if anyone else has suggestions please post.

I had one more idea. You had already tried to install last week and it failed? It might have partly installed or something.

So try running this to remove any problem registry entries related to the program:

I will go in before they open the store and try these things either tomorrow or the next day.

    Thanks again for the help.

Try the troubleshooter first. Maybe it will clean up a failed install.

    Hi there
Go into "Turn Windows features on / Off and see if it's checked. (Applications and features or similar in English). Get to it from the old fashioned "Control panel" --still exists.

I'm running on a Virtual Machine but I think in the past I've needed NET3 to install things and those apps automatically downloaded the Visual C++ bits.

Anyway just try it - won't break your system.

Got it. I am hoping to setup a remote connection today and try all the suggestions. Saves driving up there.....again.

I hate to say this after all the help you have provided, but I tried all the above and got the same thing. The Windows program to help install and uninstall is no longer available on the MS website. I downloaded it on MajorGeeks, but it found nothing. Compatibility,Net 3 etc, turn off Malwarebytes... Nothing. Still got the same thing.

BTW - _ tried installing the latest version of the DYMO software. Same result. I am going to see if there is another form of installer for this program.
