Software to draw on PDF files
Is there a free software I can use to draw on PDF files instead of printing the PDF file, writing on it, and then scanning it back?

Any advanced PDF Reader should allow writing, like Foxit Reader. Painting might be a little difficult though.

I have just investigated this for you online, and besides those mentioned above there does appear to be several available, all with varying features.
I think I used Foxit Reader a few years back when I worked for an Academy and the Headteacher wanted to give a presentation to the Governers.

A PDF reader that lets you draw on it ... might be a good PDF reader but a poor drawing program.
I use a different method. It's more convoluted. But I prefer using the right tools for the job:
1. Get PDFill PDF Tools at PDFill: Free PDF Editor, Free PDF Tools and Free PDF Writer
There's a pay-for-it Pro edition. But I use the freebie version.
You can convert pages of a PDF to image files.
You can convert image files to PDF pages.
You can add or remove pages from a PDF file.
You can merge multiple PDF files.
And lots more.
2. Using the PDFill PDF Tools, extract the page you want to draw on.
3. Use a proper image program to draw on that image.
Use Photoshop, or whatever else you prefer. A real image editor.
4. Save the drawn-upon image and insert it back into your PDF using the PDFill PDF Tools.
The latest version of Gimp can import, as layers, .PDFs, is free and has full set of drawing/text tools and saves changes back out.
The only thing you can't do is edit the .PDF's text as text (as in WSIWYG).
