First off, "Exit Windows File Explorer" if you want to "Safely remove and external device". I have found that Explorer places a lock on all drives, which inhibits "Safely remove". Also make sure "Task manager" is not running, it to does the same thing as Explorer does in the locking the device.

1 What does that diaog say in English?

2 Check what is set in
    Device manager
    Disk drives
    <The device in question>
    Right-click, Properties or just Double-click
    Policies tab
    Removal policy section

If it is using the default setting [Quick removal] then you don't need to use any ejection procedure.

Hold down the shift key when you click on shutdown from the power button icon on the start menu. After the computer has shutdown, unplug the USB drive. Then restart the computer.

Thank you, I didn't know about the possibility of doing a full shutdown (a question: but does it correspond to a reboot?).

However it is not acceptable for me, as it closes all applications and to return to operation it passes about 8 minutes (not to mention that I have to reopen all the applications I was using ).

That's why I was looking for software as fast as the one I mentioned above

What is shown as locking your disk? Screenshot please.

System processes can be impossible to kill. The ones shown here where I've opened a drive in explorer and am viewing an image file on it are trivial:

Change it to Quick removal and then you can avoid the problem.

The default now is quick removal. Better performance is not really needed these days unless copying lots of data,

I have put a screenshot in the first post.

    unfortunately it's a system process.

The program I mentioned above manages to free up the system processes but it is commercial
