At long last I am making progress getting YOUR PHONE to work again, but I am stuck at 60%. In the Troubleshooting advice it says to check that YOUR PHONE has permission to run in the background. Trouble is, Your Phone is simple NOT LISTED as an app to either disallow or allow to run in the background. It does not appear to exist! How can I deal with this?
It's there on mine on build 1903.

Second time around Phone app appeared and shows run in background is OK ---- but still stuck at 60%. There is far too much complicated detail in Troubleshooter article. It is a mess! I fear making things worse struggling with it. I am going to give up now and hope a more user friendly procedure is available soon. I may try again after I get the 'May'update.
