Abobe creative cloud desktop app cannot access Adobe servers

First things first. I used to have a Win 10 home edition where I use Adobe PS and Lightroom with the creative cloud app. All of a sudden, perhaps after the 2004 update, the creative cloud desktop app pops a message that says Cannot reach adobe servers.
Then, a couple of days ago, I got in touch with Adobe support, I had a remote session with one of their guys, he tried everything: firewall, user settings, windows defender, reinstalling adobe creative cloud, we spent around 45 minutes in that session. The only conclusion was to change to a new admin user profile. That was the only thing that worked.
So, I thought to upgrade to Win 10 pro. Fresh (deleted the partition, format and reinstall) install of the SO, and I have the same issuse, after I install the app. I mean the first thing I did after I installed Windows was to install Adobe Creative Cloud. I get the same error.
I already read every helppage regarding this issue on the adobe site, and the adobe support guy claimed it is a Windows issue. Can anybody shed some light in this matter? I am really getting at my end of the rope here.

I can't help you directly, but I will say this. My own experience is Adobe support has been, ah, not so great. I think I know more than they do, and I'm just a regular guy in this forum.

The way this matter is solved is here Unable to reach Adobe servers - Adobe Support Community - 11240752
It is an Adobe issue after all, not a windows bug.
