The repair install should have done the Windows Updates for you.

I'm not concerned about broken links in the Other section. Those can be manually removed.

Does the Calculator entry at the top of the Start menu work?

Appears that it didn't. Should I initiate the update process now?

The result was just like the previous upgrade; the Calculator link is missing from the Start Menu. When I open the Run dialogue and type "calc" I am met with the error pictured below. I'm assuming those "Other" section links are all the App shortcuts that had issues.

    Interesting.

Did you tell the installer to skip checking for Windows Updates?

I doubt that running Windows Update will solve the problem, though

If you want to try the suggestion @dalchina gave you on running Windows Repair All In One, go ahead.

I would suggest you do a clean install.

Going forward, start doing frequent disk image backups, so that you can recover easily when things go sideways.

Yes. Just as I was instructed to do in Steps 9 and 10.

It is hard to believe Windows 10 can break to the point of requiring a clean installation over changing permissions. That is, changing them back should fix the issue in theory. So frustrating. I think I will go ahead and try the Windows Repair All In One that @dalchina suggested. If that fails, I will simply revert back to my pre-Repair Install version of Windows and begin using alternate apps for anything Windows App related.

Lesson learned. I will certainly do this moving forward.

@OldNavyGuy: Thank you so much for working with me. Despite it not working out, I sincerely appreciate your time, kindness, and expertise. It is fine folks like you who make the world a better place

@OldNavyGuy: This morning Windows informed me it wanted to update. I did so and the missing app links were returned, though they still did not function. Current Version is 1903 (OS Build 18362.900).

@dalchina: I ran Tweaking.com's Repair All-In-One program on permissions. No change. I then ran How to Reinstall and Re-register All Built-in Windows Apps in Windows 10 on all apps for all users. This restored functionality to a couple of apps, including Calculator and Microsoft Store.

Using Microsoft Store I was able to redownload Alarms & Clock app successfully. It now functions. However, no other apps have been able to be restored this way. I next used Microsoft Store to download Camera. Instead of showing me the download speed, a blue bar appears immediately as if the program is being installed. It says it has completed but the app doesn't work. If I revisit the app page in Microsoft Store, it says I can install it all over again.

I then tried going into Settings → Apps → Camera → Advanced Options to try and Terminate and Reset the app (Uninstall is greyed out). This changes the Microsoft Store behavior to show download speed when I try to install the app a second time, as if it is genuinely downloading the app now. But towards the end of the download bar finishing, it reports Error Code: 0x80070005. A quick search and it appears this is likely related to file permissions.

This behavior seems consistent with the remaining apps that remain affected. Progress has been made but I am once again left scratching my head, uncertain how to proceed. At this point it just isn't worth it anymore. Not for what I gain if I figure this out. I think I'm just going to rely on alternative apps for the few apps I regularly use.

Thank you so much for your help gentlemen. Sincerely, I am grateful and look forward to paying your kindness forward when I next get the chance <3
