If you have install.wim in the Sources folder on the ISO, you would run Step 6.
If it's install.esd, you would run Step 7.
Read how to get the Index you'll need to include in the DISM command.
I have two drives, though one is empty and intended for storage. Both look healthy to me. Results included in case you're curious.

I've had mixed results with Tweaking.com's Windows Repair All in One tool.
I would go forward with the DISM option, and failing that, move on to a repair install using an in-place upgrade.
Windows Apps Close Immediately After Launching
As I recall, you had the problem with the repair install/in-place upgrade before you rolled back to 1903.
I said select only boxes where the repair refers to permissions, as you reported issues with permissions....you might try Tweaking.com's free repair tool, selecting only repair related to permissions. Observe the preparatory steps carefully.

So if the repair does NOT mention permissions, do NOT check the box.
Point is, you are then running this AFTER you have repaired permissions.If you can run that successfully and the one thing remaing is that UWP apps (those provided with Windows like Groove, Calender, Mail, Store...) don't launch, try Reinstall and Re-register Apps in Windows 10

To be clear, the OP didn't mention permissions...I did, based on post #9 and post #13.
Based on the inconsistent results I've had with Tweaking.com's All In One Repair over the years, I would have the OP do a disk image backup before using it.
It's a good tool to try as a last ditch effort before doing a clean install, if the issue is going in that direction anyway.
I don't think we're at that point yet.

I finished it and it completed successfully. I rebooted and the problem still persists.
I did not check my Windows version until after I had already performed the Repair Install/In-Place Upgrade. After it was completed I then started this thread. I rolled back during this thread to my previous Windows version.
NOTE: Prior to this situation, I had never utilized a System Restore point, performed a Repair Install/In-Place Upgrade, or taken any other restorative measure for this specific installation of Windows. Which itself was originally installed from a Windows 10 ISO using the Windows Media Tool and Rufus.
I'm assuming that I was at 1903 prior to performing the original Repair Install/In-Place Upgrade. However, I cannot be certain. It really is no problem to try and perform the process a second time. Besides, I'm pretty sure the Windows Media tool changed me to the latest Insider's version of Windows. Perhaps I will get different results if I use an ISO closer to my current version.
Would you recommend I use the 19H1 (Build 18362.356 - 2019.09) ISO I've previously prepared for the DISM operation? As a reminder, my current Windows version is 19H1 (Build 18362.900).

It should be either at 900, or the current 904 after the repair install.

The ISO is the release version (1903, 1909, etc.)
Windows Updates bring it up to the current version.
Another way to look at it is you are re-installing Windows, but keeping your apps and personal data.
Read the steps in the TenForums tutorial and get an understanding of what will happen before proceeding.

I completed the Repair Install/In-place Upgrade and the situation has not changed. The start menu contains broken app links just like the previous Repair Install/-In-place Upgrade produced. Shall I proceed with Updating Windows?
