    Okay, I've used this method in the past:

    How to Circumvent “This App Has Been Blocked For Your Protection” to Install Apps In Windows 10

    Another possible method (one that I needed to use today)

    Open the containing folder at Admin Command Prompt and run the file.

    This app has been blocked for your protection error-admin-command-prompt.jpg

    This app has been blocked for your protection error-administrator_-c__windows_system32_cmd.exe.jpg

    It is an old war simulation game called ArmA,and you can't download it.

    Could you explain to me in more details how to run the game via Command Prompt please?

    Use this.

    Open command window here as administrator - Add in Windows 10

    Then open the folder that contains your file and right click a blank area inside the window.

    Open the command prompt and enter the file path.
      My Computer

    Simply paste the link to your exe file on a notepad.
    EX: "C:\Program Files\VideoLAN\VLC\vlc.exe"
    save it and change the extension of your text file from .txt to .bat
    Now right click it and run it as admin
