Look at the .exe of the game itself, the actual executable file with the .exe extension. Right click the file and choose properties. Look to see if you have an option at the bottom to "unblock" the file. If so, check the Unblock, Apply, Ok, close. Try your game again. Following pic is only an example:

I've just checked out,but there is no such an option.

It's also not a bad idea to go to VirusTotal and submit the exe file and see if the file is safe and not flagged .

Just checked it, the file is safe and not detected as a malware by any AV engine.

ok, this is a long shot, but....

Go to Update and Security>Windows Security>App and Browser Control. Look at this setting. If it's BLOCK, set it to WARN or OFF (not recommended). See what happens.

Download and run this script, it will make a shortcut of you game.exe on your desktop. first prompt: give the shortut a name and second; give full path to the exe.
Then run the new shortcut and see if it works!

Wowww!!! It works ! :) Thank you so much! Just I have a new problem, RivaTunerStatistics Server doesn't detect the shortcut ,so I don't have the OSD to monitor the CPU and GPU temps and the FPS.
