If I update all apps for user "A" via the Microsoft Store and create a new user "B", updates will be available again.
The amount of data downloaded is significantly smaller (in tests "only" around 100MB) but still ... why is that?
They basically share the same program path....

Just taking a guess here, but I would assume that there might be times where one user might want to run a different version of an app than another user. For example, maybe user A want to try a pre-release / preview release of an app, but user B wishes to remain on a stable build. As a result, just because one user is updated, the assumption is not necessarily made that another user would want the same update.
This is now complicated as MS allows traditional exe/dll programs to be downloaded through the Store.
Are you referring to UWP apps or traditional exe/dll based programs?
