The second one will create a record of added files and registry keys, both of which can be deleted by a batch script.
Sorry, registry keys are deleted by a .reg file rather than a .bat file.
I do have an app that monitors installs but since it monitors all changes during an installation it requires the user to know which files and registry enties need to be deleted from the trace before an uninstall so it's problematic for some users.
Another one I use is BCUninstaller:
I've never found the "perfect" uninstall utility. In many cases a manual reg cleanup is required for those of us who are fussy about removing entries that are for the most part harmless leftovers.
I have recently switched to HiBit Uninstaller. I was using Geek, Wise and Revo Free before.
Fairly recent comparison made by @jackuars and I can concur the result based on my usage of those 4.

No. The one I use includes all changes (including changes not related to the software being installed) so those changes need to be excluded from the trace.
