Best PDF editor
I have been using "Foxit Phantom" for years, but wanted to know if there is a better choice and perhaps cheaper.

Always leery about these reviews, not sure who is paying for what. That said I'm on ReviewGeeks distribution and they sent this out.

There are loads of editing tools that are markup tools. but most of these do not have advanced features such as deleting, adding, reordering or rotating pages.
The best tool by a long way (IMO) for this (other than paying a fortune for Adobe Acrobat) is PDF Split and Merge.
The base version is free but for a modest extra, you can by the VISUAL add-on that allows you to see thumbprints of each page as well whilst doing reordering etc. However, it is quite easy to use without it.
PDFs can be different page sizes, quality etc. as well.
Coupled with a good markup tool, you get something like 85+% of benefit of paid Adobe Acrobat versions at free/low cost.
