    Unable to Install Programs

Hi everyone, so I've been having this problem for a while now where I try to install a program, in this case GeForce Experience, and I get an error message stating "The feature you are trying to use is on a network resource that is unavailable. Click OK to try again or enter an alternate path to the folder containing 'vc_runtimeMinimum_x86.msi' in the box below." So to fix this I've tried changing things in regedit, reinstalling windows, and I have also searched online for this problem with no fixes working for me. If anyone can help it would be much appreciated, thanks.
I am running windows 10 with: EDIT: Windows is x64/64bit
    GTX 1070 EVGA
    Ryzen 5 2600
    16 GB RAM
    1TB HDD
    250GB SSD

To speed things up in getting possible solutions you really need to include which edition of Win 10, whether x86/32-bit or x64/64-bit. It is critical when installing software such as drivers that associate with pieces of hardware.

The message suggests the install package is looking for a particular Visual C++ run time package (there are many).

Normally the appropriate run-time package would be downloaded and installed automatically.

    Example only:
    'Microsoft Visual C++ 2017 x86 Minimum Runtime - 14.15.26706'
The feature you are trying to use is on a
    network resource that is unavailable.
Click OK to try again, or enter an alternate path to a
    folder containing the installation package
    'vc_runtimeMinimum_x86.msi' in the box below.

    Use source:
    C:\ProgramData\Package Cache\{BBF2AC74-720C-3CB3-8291-5E34039232FA}v14.0.24215\packages\vcRuntimeMinimum_x86\
Guessing- are you trying to install GEForce Experience with no internet connection? (Just a thought!)

    I just update using this:

I can't say that it will fix the problem though.

It might be wise to run this first then reboot before installing runtimes.

The troubleshooter couldn't find the problem, I tried using the installation Callender suggested and I still got the same message. I tried using microsoft's link for VC and I got the exact same error that "vc_runtime_x86" cannot be found.
