Apologies for the last in posting... Wynona was correct! Once I allowed the May 2020 updates to execute, Skype and Skype for Business began using my C920 webcam including access to the webcam controls. I also note that already working apps such as Zoom, Camera, and MS Teams continued to work correctly with the webcam!
