    Website builder NON subscription program?

I used a desktop website builder named WebPlus by Serif software for years, it's still usable but lacks many modern features, so I am looking for a stand alone run from the desktop non subscription one off payment replacement?
There are plenty of online Website builders available for a monthly subscription but I cannot find any decent one off payment programs that are yours to keep (like Serif WebPlus).
Does anyone know of a decent program I can buy to build a Website please?

    Windows 10 1909 fully updated.

Try Expression Web - it's free and not exactly simple, and it creates less than optimal HTML & CSS code, but it does work reasonably well.

I use Serif's PagePlus but haven't tried their WebPlus, maybe they have built Web authoring into their Affinity replacement? I use Expression Web as the replacement for FrontPage 2003 which became incompatible with later versions of Office, okay for my needs.

The Affinity line of programs (Photo/Designer and Publisher) are the best there is! But sadly they do not allow for the making of Websites, I have them all for PC and Mac!
I used PagePlus in the early days to create a simple Website and later switched to the much more useful WebPlus, but neither program produces modern Websites that are suitable for viewing on PC, Mac and mobile devices, that is why I am looking to purchase a program that can do this, but I am not going to be drawn into a monthly subscription service, I want a program that I pay once for and then own!
PS: I am looking for a WYSIWYG Website maker?

Most Windows-based programs are WYSIWYG but of concern is to get one that can do HTML 5 pages as not many Domain-hosting services are supporting HTML 4, also part of why I gave up on FrontPage.

Found one that looks promising! Called "Webbuilder 15", I will give it a try, but it does look like a good bet. So thanks to everyone and my apologise's for not getting back to you sooner, I'm afraid life got in the way.

You're welcome. Ain't it funny how life does things, whether we like it or not.
