Microsoft store keeps failing to download Facebook Messenger

Today, the Store responds with 'TRY THAT AGAIN - Page could not be loaded' before I have even done anything in the Store. 32bitWin10ProV1909

Your PC isn't connected to the Internet. To use the Store, connect to the Internet and then try again.

Make sure date and time of your computer are setup correctly.

Make sure Firewall not blocking Store app.

Reset the cache for Windows Store app. What it does, is that it resets the Windows Store without changing account settings or deleting installed apps.

    1. Press keys together to launch RUN dialog box and then type WSReset.exe and click OK button.

Windows Store Apps Troubleshooter tool can help to resolve many issues.

    1. Open Control Panel --> Troubleshooting -->Hardware and Sound.

    2. Click Windows Store Apps.

    3. Follow instruction from Windows Store Apps Troubleshooter tool to repair Windows store app.

Can not download Facebook Messenger App from Win10 Store

Three of your four suggestions have been tried in vain - only the 'firewall not blocking store' has not been tried for lack of instructions.
I have researched this extensively. Somewhere, I got the idea that there should be a \windows\winstore\ folder. I have been unable to 'put that back'.
When I enter Facebook Messenger into Store's SEARCH box, I get 46 results. When I click on the one called MESSENGER
it starts downloading, then produces an error message : I have attached a shot of what I got just now, but 'often' it would start, then end in an error, quoting a code that I can not NOW produce.

With this batch script you can re-register Microsoft Store app.

At first it looked like there was more progress than before, but then the familiar ERROR showed again. I've attached a shot of the 'details' for this error. Maybe the Store can not connect, but it is a selective inability, because YOU are receiving this from my internet connection.

Make sure Microsoft Store has a permission from Firewall to make outbound network connections to the internet.
Follow the steps to allow a program to communicate through Windows Firewall.

    1. Open Control Panel --> Windows Firewall.

    2. In the left pane, click Allow a program or feature through Windows Firewall.

    3. Click Change settings.

    4. Select the check box next to the Microsoft Store, select the network locations you want to allow communication on, and then click OK button.

Both Private and Public already had ticks in them.

Facebook and Messenger were retired from MS Store so not surprising that you can't download. Don't know when but last time I opened it, I think it was going to be within a month so I uninstalled. Good Luck.

I also have a 64bit system, and have been able to download, install and run standalone Messenger from it, so it looks like the retirement you referred to did NOT happen. In contrast, my 32bit system stubbornly returns errors !
